Continuum of Care Program Funding

Overview

HUD’s Continuum of Care (CoC) Program funds housing and supportive services for people experiencing homelessness. It’s the largest funding source for housing and services in the LA BOSCOC; in many of our communities, it funds more than half of all homeless housing and services.

The LA BOSCOC applies for CoC Program funding every year. It submits one large application to HUD (the consolidated application) for its entire geography. The consolidated application includes both information about the LA BOSCOC and individual project applications that fund housing and supportive services.

Organizations can submit project applications to fund housing and supportive services directly to the LA BOSCOC. The LA BOSCOC announces its request for project applications through its email list.

What does the CoC Program fund?

There CoC Program offers two kinds of funding: new and renewal.

Renewal funding is available exclusively to existing CoC Program projects. For more information about CoC Program renewal funding, please contact the Continuum of Care Manager.

New funding is available to fund (1) existing activities that do not currently receive CoC Program funding and (2) completely new activities. The amount of new funding available and the activities it can fund vary from year to year; however, new funding has historically been available for the following activities:

  • Rapid Re-Housing (RRH) — scattered site rental assistance and supportive services. RRH projects can offer either short term (3-12 months) or medium term (12-24 month) assistance. RRH projects can serve people experiencing literal homelessness (which means living in a shelter, on the streets, or in a place not meant for human habitation), people fleeing domestic violence (which includes family violence, dating violence, stalking, and human trafficking), or both.

  • Joint Rapid Re-Housing - Transitional Housing (TH-RRH) — single site or scattered site transitional housing (TH) and supportive services plus all of the RRH services above. TH generally offers 6 months of assistance with an option to extend. Participants can receive TH, RRH, or both, as needed. TH-RRH projects can serve people experiencing literal homelessness, people fleeing domestic violence, or both. NOTE: TH-RRH projects are challenging to administer; the LA BOSCOC does not recommend them to organizations that are not already receiving CoC Program funding for another project.

  • Permanent Supportive Housing (PSH) — single site or scattered site rental assistance and supportive services. PSH projects must offer unlimited duration assistance. PSH projects must serve people experiencing chronic homelessness (which means having lived on the streets or in a shelter for at least 12 months in the last 3 years AND having a severe and persistent physical or mental disability).

What does the CoC Program NOT fund?

The CoC Program does not fund:

  • Emergency shelter;

  • Assistance for people who are currently housed, including people who are doubled up (“couch surfing”);

  • New transitional housing except as part of a TH-RRH project;

  • New street outreach except as part of another eligible new project.

FY 2020 CoC Program Funding. Due to the COVID-19 pandemic, HUD did not conduct a national competition for this funding year. All existing programs were renewed and no new funding was made available.
