CoC Builds: Letter of Interest

Overview

The LA BOSCOC is requesting Letters of Interest (LOI) to apply for the US Department of Housing and Urban Development (HUD) CoC Builds NOFO that was released May 16, 2025. The funding’s purpose is to reduce the number of people experiencing homelessness by adding new units of Permanent Supportive Housing (PSH) through new construction, acquisition, and rehabilitation (capital costs) through one-time CoC Builds award under the CoC Program. The funding availability for CoC Build’s projects for a Continuum of Care are based on the FY25 Final Pro Rata Need. The maximum award for a project in the LA BOSCOC geography is $35,245,315. HUD will make a maximum of 8 awards.

Eligible Applicants:

  • Government entities - State, County, City or township, Special district, Native American tribal governments (Federally recognized)

  • Public housing authorities/Indian housing authorities

  • Native American tribal organizations (other than Federally recognized tribal governments)

  • Nonprofits having a 501(c)(3) status with the IRS, other than institutions of higher education

This LOI is not binding, but serves to inform the LA BOSCOC about the number of qualified and interested applicants. Interested applicants must submit an LOI in order to be considered.
