LHC publishes Request for Proposals for LA BOSCOC HMIS Administration

Overview

The Louisiana Housing Corporation (LHC), acting in its capacity as the HMIS Lead for the Louisiana Balance of State Continuum of Care (LA BOSCOC), is inviting proposals from qualified organizations to serve as the LA BOSCOC’s new HMIS Administrator. The HMIS Administrator responsibilities will include:

  • Oversight of the HMIS vendor relationship, training and technical assistance for all HMIS Participating Agencies,

  • Data collection, analysis, and integration, and writing and submission of Federal reports.

  • Ensure that all HMIS Participating Agencies abide by data privacy and security policies held by Federal and State agencies.

  • Ensure that all collected data is accurate and will troubleshoot, through partnership with the HMIS vendor, any technical issues that may arise during the contract period.

  • Ensure that the analysis and reporting of data demonstrates an accurate depiction of the experience of homelessness and at-risk of homelessness in Louisiana so that all clients are able to access the services and supports for which they are eligible, and that all HMIS Participating Agencies have access to the information they need to best serve their clients.

Important Dates and Deadlines

  • Friday, April 4, 2025: RFP is published and posted to LHC website

  • Friday, April 4, 2025 - Wednesday, June 11, 2025: LHC blackout period (see RFP for details).

  • Friday, April 11, 2025: Deadline for submitting written inquiries (Q&A Deadline)

  • No later than Friday May 2, 2025: Deadline for LHC to respond to written inquiries from proposers

  • Friday, May 23, 2025; 4:00pm CST: Deadline for submitting Proposals

  • Wednesday, June 11, 2025: Formal announcement of selected Proposer

  • September 1, 2025: Anticipated Contract Start Date
