Overview

The LA BOSCOC funds housing and supportive services for people experiencing homelessness through HUD's Continuum of Care (CoC) Program.

The LA BOSCOC also certifies its members to apply for many other HUD and State funding sources, including the Emergency Solutions Grant (ESG) Program administered by the Louisiana Housing Corporation.

 


Continuum of Care (CoC) Program Funding

Annually, the LA BOSCOC receives more than $15 million through the CoC Program. Most of it funds existing projects; however, a portion has historically funded new projects.

Other Funding Sources

Many grants that fund housing and supportive services for people experiencing homelessness require the applicant's local CoC to certify the applicant's eligibility. Some funders that require certification include the federal Department of Housing and Urban Development (HUD), the federal Department of Health and Human Services (HHS), the federal Department of Veterans Affairs (VA).

One significant funding source that requires annual recertification is the Emergency Solutions Grant (ESG) as administered by the Louisiana Housing Corporation. Organizations that are currently receiving or intend to apply for ESG should proactively ensure they meet the Good Standing criteria below.

The LA BOSCOC will only certify organizations that are in Good Standing. To be considered in Good Standing, organizations must have:

  • Attended at least 3 of the last 4 quarterly meetings of the LA BOSCOC;
  • Served on at least 1 committee, subcommittee, or working group in the LA BOSCOC in the last year. 

Organizations that do not meet the Good Standing criteria may request a waiver. Waivers are ultimately at the discretion of the LA BOSCOC's Board of Directors.

Certification and waiver requests should be submitted by email or postal mail to the Continuum of Care Manager; their information is listed at the bottom of the site.

Funding Year 2017 (FY17) Continuum of Care (CoC) Program Competition

HUD released the Funding Year 2017 Continuum of Care Program Notice of Funding Availability (FY17 CoC Program NOFA) in July 2017.

The LA BOSCOC submitted its application in September 2017.

HUD announced the FY17 CoC Program awards in January 2018. The LA BOSCOC received full funding for all of its submitted projects.

Funding Year 2018 Continuum of Care (CoC) Program Local Competition

HUD released the Funding Year 2018 (FY18) Continuum of Care (CoC) Program Notice of Funding Availability (NOFA) in June 2018.

The LA BOSCOC's CoC Program Local Competition -- the process by which it selects which projects to submit to HUD for funding -- opened July 12, 2018 and closed August 16, 2018.

The LA BOSCOC submitted its Consolidated Application to the CoC Program NOFA in September 2018.

HUD released the Funding Year 2019 (FY19) Continuum of Care (CoC) Program Notice of Funding Availability (NOFA) in July 2019.

The LA BOSCOC's CoC Program Local Competition opened July 16, 2019. It will close August 27, 2019.
